First get to the lore master quest. It shouldn't matter what level you are cause A. If you're just looking for spell drops (which you probably are) your level doesn't matter B. There are always high levels doing loremaster that the battle would get done pretty quickly. Good luck on drops!

It's only dropped during October. Loremaster still dropped the actual spell as recently as last year (this was post-Loremaster and gold key boss changes) but I don't think there has been any definitive answer on how KI will implement it going forward.
